What Is TIFA?

TIFA is an acronym for Tax Increment Financing Authority.

The Hart Tax Increment Financing Authority (TIFA) is a funding tool administered to help catalyze public and private investment in Downtown Hart. Funds support real private property improvements, build streets and public infrastructure, as well as maintain and expand parks and other public amenities.

Established by City Council in 1983 under state law, the Hart TIFA's principal source of funding revenue is generated by increasing property values within the TIFA district. City Council annually approves the budget. The Board of Directors who are appointed by the Mayor with concurrence from the City Council governs the Hart. The Board meets monthly.

 

Property Improvement Grant

Financial assistance is available to commercial and mixed-use property owners who wish to make physical improvements to the exterior of the building. The program requires your building is located in the City of Hart Tax Increment Finance Authority District.

It is a competitive matching grant program up to 50 percent of owner investment. The grant program is funded by the City of Hart TIFA with funds raised through its revenues. Grant applications will be reviewed by the City of Hart TIFA Board. There is no set minimum or maximum number of projects per year.

Meeting Schedule

Hart's Tax Increment Finance Authority meets on the third Tuesday of the month at 1:00 pm in the Community Center at 407 State Street. Meetings are open to the public.

The agenda for TIFA's public meetings stating the date, time, and place of the meeting will be posted on the city's website at least 18 hours before the meeting in accordance with the Open Meetings Act of 267.

In accordance with MCL 125.4910 (4) the clerk of the governing body of each taxing jurisdiction is hereby notified that the City of Hart Tax Increment Finance Authority (TIFA) will hold an informational public meeting at Hart City Hall in the Community Center at 407 State Street, Hart, MI on:

JUNE 5, 2024 AT 11:00 AM

The purpose is to inform the public of the goals and direction of the authority, including projects to be undertaken in the coming year.
