City of Hart Issues Three Request for Proposals

HART, MI - The City of Hart is seeking Requests for Proposals for three projects within the city.


DEMOLITION OF 227 E MAIN STREET


The first project is seeking bids to demolish all structures and construct a retaining wall at the former Walker’s Restaurant at 227 E Main Street, Hart, MI 49420.


Demolition is to include a review of Baseline Environmental Assessment, abatement of environmental concerns detailed in the assessment, including asbestos removal. All rubbish is to be removed from site and be properly disposed of. Site is to be filled, leveled and graded with clean fill material as approved by City.


Bids must also include removal of the existing retaining wall, planning, design, and construction of a new retaining wall along west property line at 227 E Main.

DOWNTOWN PARKING AND STREETSCAPE DESIGN AND PLAN


The second project the city is seeking proposals for are from qualified professional engineering/consulting firms to create a downtown business district parking and streetscape design and plan.


This project is being undertaken to create an inviting, attractive and artistic look that showcases our small-town charm while retaining our history and attracting traffic to the retail and eating establishment within the city. Thru this project, we will fulfill the commitment to the business owners, residents, and visitors to provide the best experience possible while creating an inviting environment for visitors and drive-by commuters.


Using public input, the selected firm will help refine the city’s vision, prepare conceptual design drawings for State Street streetscape, Main Street streetscape, parking lot improvements, create a plan for achieving the selected design, prepare construction/engineering drawings and prepare cost estimates for each phase. This approach, if we so choose, will allow the City to bid the project as a multi-phased project which minimizes disruption to our businesses and is a cost-effective usage of our tax payer dollars.

WAYFINDING


Lastly, the city is seeking bids for the planning, fabrication, and installation of wayfinding signage in accordance with the city's design specs. The City of Hart is considering implementing a wayfinding sign program over the next three to five fiscal years.


As part of the City’s Comprehensive Master Plan, Hart identified the need for a wayfinding sign program targeted at increasing citizens’ and tourists’ access to the City’s amenities. The design specs include gateway, vehicular, regulatory, and parking signage to increase the sense of place and community in Hart, Michigan.
